Quality & Compliance, Exempt Accommodation Lead

As YMCA Cheshire continues to expand its Exempt Accommodation and EARI provision, we are seeking a Quality & Compliance, Exempt Accommodation Lead to oversee property quality, safety and compliance across our accommodation portfolio. You will ensure all residential properties managed by YMCA Cheshire and partner providers meet legal, regulatory and organisational standards, while supporting continuous improvement and ensuring properties remain safe, compliant and fit for purpose.

The Role

We are seeking a passionate and dedicated Quality & Compliance, Exempt Accommodation Lead to lead the day-to-day delivery of property quality, safety and compliance activity across YMCA Cheshire’s Exempt Accommodation and EARI portfolio.

This is a varied and rewarding role where no two days are the same. One day may involve coordinating property inspections and monitoring compliance performance, while another could involve working with landlords and housing teams to improve property standards, analysing compliance data, or supporting audit readiness and governance processes.

Key Responsibilities

• Coordinate and deliver a structured programme of property inspections across the EARI portfolio
• Assess compliance with housing regulations, building codes and safety standards including gas, electrical, fire, asbestos and water safety
• Ensure documentation complies with housing regulations, Exempt Accommodation requirements, the Decent Homes Standard and the Housing Health and Safety Rating System (HHSRS)
• Review inspection outputs to ensure quality, consistency and accurate reporting
• Carry out complex, high-risk or escalated inspections where required
• Ensure post-inspection actions are clearly defined, assigned and completed
• Oversee day-to-day monitoring of compliance, ensuring required safety checks and certifications are completed on time
• Coordinate repairs, remediation works and improvement plans with landlords, contractors and property teams
• Produce reports on compliance performance, inspection outcomes, risks and trends
• Support the Head of Property Quality & Compliance by providing operational data and contributing to audit readiness and assurance processes
• Ensure tenants are kept informed about repairs and maintenance and that complaints relating to property quality are managed effectively
• Build effective working relationships with housing teams, support providers, landlords, agents and external partners
• Provide day-to-day support and oversight to the Housing Safety and Compliance Administrator
• Maintain up-to-date knowledge of Exempt Accommodation requirements, housing regulation, consumer standards and property safety legislation.

About You

We’re looking for someone who:

• Has knowledge of Exempt Accommodation, HHSRS and the Decent Homes Standard
• Understands property safety compliance including fire, gas, electrical, asbestos and water safety
• Has experience in supported housing or property compliance
• Has experience conducting property inspections and managing compliance
• Has experience producing reports
• Demonstrates strong accountability and ownership
• Is committed to tenant safety and quality
• Is proactive and solution-focused
• Is aligned with YMCA values
• Can coordinate inspection programmes
• Has strong analytical and reporting skills
• Can manage multiple priorities effectively
• Has strong attention to detail
• Maintains confidentiality and professional boundaries
• Ideally has experience working in care, housing support, homelessness services or a related field
• Ideally has the ability to analyse compliance data
• Ideally holds a Level 4 qualification (or equivalent experience) in housing, property compliance or a related field.

This is a full-time role (40 hours per week) with hybrid working and travel across the UK.
